Bid Guarantee:
Bidders are required to submit with their bids a bid guarantee, payable to the Owner, consisting of a single certified check, a single bank draft or a single bid bond, executed by the bidder and equal to five (5%) percent of the bid. These shall be used as a guarantee, that, if successful, the bidder will execute and file contract, performance bond and labor and material payment bond within ten (10) days of the award of the contract. Submit the bid surety in the sealed envelope along with the bid.

Bids:
The Board of Education, Marengo-Union Consolidated School District 165, will receive sealed bids for the Roof Replacement Program to be opened at the Office of the Board of Education and immediately thereafter the bids will be publicly read aloud.

The bids will be received as a single lump sum proposal for General Construction for the 2022 Roof Replacement Program. Submit the bid, with bid surety, in a sealed envelope. Address the envelope to said Owner and mark to indicate that the bid is enclosed for said Project.

Performance & Payment Bond:
The successful bidder will be required to furnish a Performance Bond & Payment Bond satisfactory to said Owner equal to 100% of the contract. The cost of such a bond will be included in each contractor’s proposal.

Insurance:
The successful bidder will be required to furnish insurance equal to or greater than the specified amounts and conditions. The cost of the insurance will be included in each bidder’s proposal.

Evaluation of Bids:
The Owner will evaluate bids based on cost, experience and past performance of contractor, rating of bonding company, type of insurance, rating of insurance company and conformance to the contract documents.

Rejection of Bids:
The Owner reserves the right to accept or reject any or all bids and to waive any informalities in bidding, whenever such actions are in the interest of the owner.

Withdrawal or Modification of Bid:
No bid may be withdrawn or modified after the scheduled closing time for receipt of bids for at least thirty (30) days.

Prevailing Wage Rates:
The successful bidder must comply with the Illinois Statutes requiring the payment of prevailing wages by all contractors working on public works.

Preferential Hiring:
The successful bidder must comply with the Illinois Statutes requiring hiring of Illinois residents.

Equal Employment Opportunity:
The successful bidder must comply with the Equal Employment Opportunity Regulations promulgated by the Illinois Fair Employment Practices Commission.
